Center for Sustainable Energy Development VSED’s activities/projects:

� Support Project to the Biogas Program for the Animal Husbandry Sector in some Provinces of Vietnam
VSED in cooperation with ETC Energy, Netherlands formulated a National project on biogas technology 1999-2002. The project has been sponsored by PPP-JI Foundation of the Ministry of Foreign Affaires of the Netherlands with the budget of 2.232 millions EURO. The first phase of the project takes 3 years from 2003 to 2005 and a Biogas Head Office has been setup to coordinate all implementation activities in the whole country. Mr. Nguyen Thuong was also the first Coordinator of the Project.

Project “Support Project to the Biogas Program for the Animal Husbandry Sector in some Provinces of Vietnam” is the cooperation between the Government of Vietnam and Government of Netherlands. Starting in January 2003, the project aims at developing a commercially viable and market oriented biogas industry and contribute to avoid the use of fossil fuels and biomass resource depletion. Livestock Production Department (formerly named Department of Agriculture), Ministry of Agriculture and Rural Development and Netherlands Development Organization (SNV) are assigned to implement the project activities.

The project phase I (2003 – 2005) with 2.5 million Euro non-refundable grant from Netherlands has completed successfully, supporting the construction of 18.000 biogas plants in 12 provinces of 8 ecological regions nationwide. The project has brought about benefits for the population such as providing clean energy for daily life, biogas slurry for cultivation and animal husbandry. The project also makes contribution to reduce the use of chemical fertilizer, environment pollution and the greenhouse gas emission.
Based on the remarkable achievement of project phase I and with the large potential market for biogas technology in Vietnam, MARD and SNV has agreed to upscale the project in the second phase.
The project 2006 is a bridging phase aiming at preparation for the phase II (2007 – 2010) and smooth transfer from the first phase. 9.455 biogas plants will be built in 24 provinces and cities nationwide in the year 2006.
In the second phase (2007 – 2010), the project will be up scaled and 140.000 biogas plants will be built. The total estimated budget for this phase is 44.8 million Euro of which 3.1 million Euro grant from Netherlands and 0.6 million Euro from SNV. Project provinces and households also make financial contribution for biogas plants construction.
Project Areas of operation:
In the first phase, the project was implemented in 12 provinces: Hai Duong, Bac Ninh, Nghe An, Thua Thien Hue, Dong Nai, Tien Giang, Lang Son, Hoa Binh, Dac Lac, Binh Dinh, Hanoi and Thai Nguyen.
In the bridging phase 2006, apart from the mention above 12 provinces, the project will be expanded to 8 more cities and provinces: Hai Phong, Ninh Binh, Ha Nam, Ha Tay, Son La, Phu Tho, Yen Bai and Thanh Hoa.
In phase II, the project will be up scaled to cover about 50 provinces nationwide. 4 new provinces have joined the project in the year 2007 are Bac Giang, Vinh Phuc, Nam Dinh and Tra Vinh.
The project has won 1st Global prize on Air which was granted in Brussels of Belgium in 2007. See the attached certification

� OVE-VSED Environment and Community Project on Local Agenda 21 Activities in Poor and Low-income Communities in Hanoi, Vietnam (Nov2004 - Nov2008)
The core strategy of the project is to combine intensive pilot activities at ward level with information dissemination to policy level. The project will facilitate community working groups and local organization in identifying and planning environ-mental improvement activities (of LA 21 planning).Essential to the project is the establishment of a revolving fund and saving groups, which will fund the implementation of activities improving the local environment. Examples of environmental improvement activities are:
� Development of cycles for community development and introduction of micro-finance programs enabling local poor and low income communities to improve their environment by themselves;
� Cleaning and renovation of public water tanks;
� Renovation of existing private toilets and shower rooms in local poor and low income communities;
� Renovations of drainage systems in local communities to prevent flooding;
� Introduction of clean technology in local small scale industries (smokeless coal briquette improved cooking stoves) and workshops;
� Greening and improvement of open spaces;
The Project is developed in collaboration between Centre for Sustainable Energy Development (VSED) and the Danish Organization for Renewable Energy (OVE) with the budget 1,150,000 US$ and duration of 4 years (2004-2008). VSED and OVE implement the project in cooperation. The local level activities will be carried out in select-communities within 4 wards: O Cho Dua, Thuong Dinh, Van Chuong and Quynh Mai of Hanoi City. These communities predominantly have poor and low-income inhabitants while also facing arrange of different environmental problems.
� Mini Hydro Power dissemination and export
Based on the origin idea and design of China, Renewable Energy Research Centre of Hanoi University of Technology in cooperation with Institute of Material Science (IMS) has launched new design much better in 1998. Thanks to significant improvement of both electrical and hydro parts, the Vietnamese Pico Hydro Units can provide double capacity compared with the Chinese ones with the same dimension. In addition, the product safety has been also improved. After the successful product launch, many activities have been followed:
� Organizing many training courses on the product operation and maintenance including safety technology for dealers and end users.
� Setting up a business plan for product commercialization.
Micro Hydro products have been introducing, disseminating in other rural provinces of Vietnam and exporting to five continents of the World. Export volume is increasing very fast. VSED is one the main direct exporters of Pico Hydro Generators. With more than 155,000 installed units, Vietnam became one of most successful countries of World on this kind of energy technology which is considered as best energy solution for low income communities of developing countries

� Brick making demonstration project
Energy consumption in industrial brick production using tunnel kiln technology varies between 1.6 and 2.0 MJ per kg of bricks. Traditional production methods are characterized by energy consumptions of between 23MJ/kg for the coal fired vertical kiln, 45 MJ/kg for the wood fired vertical kiln and 410 MJ/kg for the rice husk fired intermittent down drought kiln. One of the solutions is conventional kilns should be replaced step by step by higher energy efficiency and less CO2 emission Vertical Shaft Brick Kiln (VSBK) and the industrial tunnel ones. The project aim is to demonstrate then to disseminate a newly developed VSBK. The Thermal and Freezing Institute (TFI) of Hanoi University of Technology and VSED were implementing agencies of the project from June 2001 to June 2003. The project has been funded by GEF/SGP. The consultative conference was held on August 62005 with the participation of 20 experts on renew-able energy and climate change from Hanoi and Ho Chi Minh City. Some priority issues to get funds from GEF/SGP in the field of renewable energy and climate change have been proposed in the conference.
